Bengals are stupid losers.
So...a few things about the good players.
1. They're on the wrong side of 30.
2. Some of them don't live up to their reputation in game time (Atkins, Dunlap, Eifert)
3. Some of them are on the final years of their contract and will get great offers in FA, so there's the chance that they'll walk and the Bengals will get nothing in return.
4. We've tried winning with them for almost a decade. How many more seasons does it take to realize you can't win with them? I'm not saying they're not winners. They're just not winners in Cincinnati.
