But until we can be certain that every single student has adequate access to the resource there has to be some caution with its use. Over-reliance on it can result in furthering the divide between urban and rural students, keeping the poorer students further behind.

If you're talking about my school district (and I think you are) it is not the one suggesting this.  It IS a Pittsburgh district though.

Your argument is valid but I wanted to clear that up because I know where you are from.
