I get what you're saying about being a danger to pedestrians, but there has to be more to the story than just riding on the sidewalk. Hell when I was a kid, we rode on the sidewalk all the time because our moms didn't want us riding in the street. There has to be more to this story.
I have seen it in Minneapolis when I was there for a while. Maybe it's a Minnesota thing then.
