Either they're rules needed in order to limit exposure and help slow/stop the pandemic, or they're mere theater that can be thrown out whenever someone with a bit of power decides they shouldn't have to follow them.

It can't be both. 

Normal people have missed birthdays, funerals, their jobs, and more, because of these rules during this year. They didn't get to play the "Rules? But I am special." card.
