A lot of options to have a valid ID to vote. If you’re taking time to get registered you can take time to get an ID

Having all of those options at no cost is good. South Carolina does not charge for ID cards.

The issue is when state require a paid government ID to vote because that would be a poll tax.

But another issue is when it is clearly designed to be partisan, not to stop fraud. In Texas, their law from 2012 would allow hunting licenses but not student IDs. Obviously  students are more likely to vote Democrat and have less access to obtaining a state ID. When PA was working on one in 2012, their state's house leader openly said at a party conference that it was designed to create GOP victories, expecting it to cause hardships in voting for groups who typically vote Democratic. In Alabama, GOP state legislators were caught on tape discussing how to prevent black people from voting, calling them "illiterate" and "aborigines". Their plan was to further support decreasing black voting by keeping a gambling referendum off the ballot because they believed black people would come out to vote to legalize gambling. One said positively that the 2011 law would make it harder for black people to vote, hurt black Democratic leaders, and end the "black power structure".  There's also of course the story of them closing DMVs in predominantly black areas, which would impact access to IDs, but they quickly reversed course after criticism.

The reason why these laws tend to have broader political motives is that there's not enough voter fraud to warrant stricter access to voting. One study between 2000-2014 found that voter fraud potentially occurred in 0.00000312% of ballots casted, or 1 in every 32 million. That was roughly 27 in the 865m total ballots cast in that time period.
