Biden literally said he would eliminate the tax cuts...in the context of the top wages.  That is what he said.

Of course in our case Biden has said that he will both "not raise taxes on people making under $400k" and will "repeal the Trump tax cuts". No one has to explain what Biden "meant". He literally has a tax plan online that details how this will occur.
