It's also, unfortunately, accurate. Look at the slashed police budgets in Seattle and Los Angeles. Look at Measure J, which just passed in LA County.

It was chosen because those uttering it actually mean it. It was only once it was clear how much normal people loathe the idea, and would cost those promoting it votes, that it was shelved. The slogan that is, the goal and effort remains the same.
