Did Trump "rebuild" the military?

Since this is about the NDAA, the yearly military spending authorization, figured I'd put it here: https://apnews.com/article/donald-trump-media-social-media-elections-defense-policy-5197fef33054aedc559474761595414b

Tl;dr: Trump is threatening to veto the NDAA, which is already have some troubles in Congress because of the Confederate base names, unless they repeal a 24 year old law that prevents lawsuits against social media companies for what their users post.
