Incitement can be established through a pattern of actions. Singularly saying "Fight for us" may not do it, but in the context of dozens of statements where a target is painted as "the enemy" that is then followed up with a directive to go somewhere and then "fight for us", you have now established a lineage of commands and thoughts that would constitute inciting others to commit a crime if one were to occur.
