I believe (please someone correct me if I’m wrong) that they have to reserve the whole amount for the current year but if the performance/durability requirements aren’t hit, that money is freed up to roll over to the next year because it’s not used.

Example: $5 mill base with $3 mill incentive per year. $8 mill must be reserved for the cap this year but up to $3 mill can be rolled over to next year if metrics not met.
