Bengals unfairly use Billy Price as tackling dummy

After further review of the photo, I see a holding penalty there,  a HUGE holding penalty.  I hope this is immediately rectified. 
Arms need to be outside the opposing player's arms to smack them down when the opponent has the chance to attempt a tackle of our player.
