the Bengals have too many needs on the horizan to be doubling down.

I kind of feel like the OP is reflecting back to when the Bengals took Takeo Spikes and Brian Simmons with the 13th and 17th picks in the 1998 draft.  It worked well then, but that was a completely different era of Pro Football.
