It makes total sense for a Ravens team that could be only a player or 2 away from making it to the SB; but, the Bengals are 3-4 starters on each side of the ball away. A move like that would have everyone scratching their heads.

Free agent. 
The Bengals are very frugal when it comes signing free agents 
From another team. They zero in on a certain tier. 
And the ones they sign are not exactly in a whole lot of demand 
Around the league. 
They are just really bodies on the field. Not really difference makers
