These endless hearings
The Gang of 8 (2010?) basically had a deal in place, and then Repubs decided they lose if Obama campaigns on that win.
And same thing today - either party will oppose a deal if it isn't their POTUS signing it. Thought the preponderance of evidence, in this case, is a small minority of Repubs blocking otherwise [somewhat] bipartisan progress.
