When you say three percent, that sounds relatively small. When you say 20 million (the average of the two), it's a little different.

For some context of the importance of those numbers... and the importance of downplaying those numbers... only around 1 million people out of 66 million were identified as Nazis before WWII. At the end, with the party in power, only about 8 million of 80 million identified as Nazis.

It's only 11 million people who identify in the US as alt-righters. That's 11 million too many. 

It's 11 million that the study identifies as alt-right thinkers . Many of those people don't identify or necessarily support the alt right, but and aligned with them in their similarities. 

Trump is agreeing that they have serious problems. The problems they cause speak louder than the number of supporters they have.
