Eifert, Preston Brown, and Matt Barkley aren't listed there yet.
Brown is $5 mill toward the cap and Eifert's incentives will cause the Bengals to reserve up to $8.5 mill more of the cap. Barkley will count $1.4 mill against the cap in 2018.
So reduce that cap space by another $15 mil.
