Likelihood I would think is somewhat high. Bengals love their draft picks and moving down in the 1st round has to be ideal unless someone high on their draft board drops. We could easily move out of round 1 and into round 2 and still have a great draft. I like the sound of three 2nd round picks tbh (maybe the Browns move up for Lamar Jackson or someone?).
