Add in the fact that every year in the NFL new players emerge and are great, and there is enough faulty logic to lead fans to believe they're missing out.  Hell, one huge knock against Marvin was that he insisted on playing vets over young guys who might be great.  Every year we go into the season griping that our bench is full of young could-be stars that are going to forever languish behind the Randy Bullocks, Brandon Lafells, etc.  

For proof, we replaced a HC with a winning record with a QB coach and people are over the flippin' moon about it.  Nothing can compare to the feeling of newness and projected optimism.

So if I may paraphrase what you are saying:

Fans of a franchise with historic failures, that has not won a playoff game in nearly 30 years, search for novelty and change; even if such changes do not necessarily lead to better performance.  Therefore, some Bengal fans crave the excitement of hope & change so that they can maintain optimism and sanity.  Sounds about right.   Yes
