That's pretty much it. Rudolph is complicit to an extent, and should be fined at the least. But nothing justifies the extreme nature of Garrett's retaliation. If he'd have connected and knocked him out (just weeks after Rudolph was knocked out during a play), it's likely he would have been suspended for life.
