Yes, police will tend to be far less proactive when they know the people in charge will happily throw them under the bus if things go south.  Assuming your figures are accurate they don't mean the police aren't doing their job.  Traffic stops are completely discretionary, which is why they can let you go with a warning.  Now, if you have evidence of them ignoring misdemeanors or felonies then that would be a different matter.
