He is. Some people are just pessimistic because he wasn't a stellar LT in the one year he attempted it at Texas A&M. Some people feel neither Fisher nor Ogbuehi will become a good NFL LT, but rather stud RTs or OGs. And the Bengals may decide after this year to actually draft a prototypical AND proven LT in next year's draft if Ogbuehi and Fisher aren't developing as the coaches have hoped.
