It was there all along. The thing was that Giamatti, in his agreement with Rose, dropped MLB's case against Rose and had the file sealed along with all the evidence Dowd collected for his report. Over the years, bits and pieces of the sealed evidence have been leaked to the press. This was just the latest. The new baseball commissioner had promised Rose he would consider it if Rose re-petitioned. The Rose camp was preparing to re-petition. Apparently, someone in the anti-Rose camp had been sitting on this little bomb for awhile and decided that the time was ripe to set it off.

So goes the psuedo-legal side of the world of baseball, I guess. If you didn't find enough things wrong with the way the league is managed (mismanaged) to begin with, then this is more fuel for the fire.

Rose is an idiot, but some these guys are vindictive asses with unnatural hatred of him.
