There were unresolved issues with Couglin over the Personnel Dept. ie He likely wanted more control than the Bengals would give.
Also, when they Bengals tried to contact to Marvin to hire him...they couldn't reach him because he dropped his cell phone in a toilet. They should have immediately backed out after that.
