Wouldn't surprise me, I honestly cannot see any logical reason why a 12 men on the field flag would come in that late, other than refs taking the players word for it. They cannot have had a clue if they threw it that late.

Nope. He was still inside the box albeit to one end of it and there was no receiver in the area.
