The player who knocked into the receiver. He has a right to the space that he occupies, not the right to press a WR 7 yards deep.
Even with the missed flagrant PI it was a fluky tipped INT.

You are not allowed to touch the receiver after 5 yards. That is called illegal contact. He impeded AJ Green's route.
