Why is it that in the NFL, on a scoring play the ball only has to break the plane of the end zone to score. But, on a kick or punt, the ball can be sent back into the field of play, once it crosses the plane of the goal, so long as the player touching the ball hasn't touched the ground inside the end zone.

Talk about some inconsistencies of the game. If the plane of the goal is the rule for a score, that should be the standard for touchbacks, as well. In my opinion, anyway.
