The Bengals were two LBs, an interior rusher, a RG, a RT, and a TE away. They could have added a player or two, but it would have resulted in maybe a winning record or making the playoffs.
A trade only made sense if it was going to be for a player who the Bengals would have for more than the rest of the 2018 season.

the cap is available money towards your roster...  THE ENTIRE Roster....   usually cap sites only include the top 51 or so
