I 100% believe Chase Young is still in the discussion. With that said there is no reason to start negotiations before you take a player anymore because of the rookie slotting system. There is pretty much nothing to negotiate at this point so you don't need the head start. By not announcing who you will take early you can always wait and see if you get some crazy offer to come up and get #1.
