How do offsetting penalties result in the ball being spotted where cinci's penalty occurred?

Shouldn't the spot be where the play ended?

Still need an explaination on how penalties offset but our foul is foul that is used as a spot.

We had offsetting fouls on offense and it replayed the down. So offsetting penalties on a turnover must just use the first foul

That penalty BS cost big time. Not sure but that seems like we got penalized and they didn't.
