The offensive struggles are on Zac. Playcalling is too timid and to boot he had his starters play way too little in preseason.

Joe still in pre-preseason mode most likely.

There is no scenario where benching Joe is the right thing to do unless his knee hasn’t fully healed and there is potential for further damage. Otherwise, his struggles might be mental and benching him isn’t going to help his mental struggles.
