It’s not. I’m just saying as far as effect it’s semantics

That is a logistical nightmare. I also thought that you could maybe move this game to be after week 18 and delay the playoffs by a week, but then you're giving teams like the Chiefs and Eagles two weeks off and I'm not sure that they'd even want to go for that.
I think the most likely outcomes is:
Bills and Bengals play on Wednesday or Thursday, then the Bills/Patriots and Bengals/Ravens games get moved to Monday or Tuesday night. They can then schedule any WC round games that these four teams may be involved in for Sunday and Monday nights.

Subtract the week off between conference title games and the Super Bowl.
There is precedent.

It seems more likely they'd unsuspend this game in the next few days and just make the Bills and Bengals deal with a short week. Either you inconvenience 2 teams, or 30 teams, so I think the NFL takes the path of least resistance on this one.

We've seen NFL games get moved or rescheduled, but asking 30 NFL teams to reschedule things for the sake of 2 NFL teams seems unlikely. And I'm not saying what is right or wrong, I'm just saying what I think is most likely to happen.
