I agree.
I've proposed it in the past. Half the distance on the defense twice in a row should give a first down. Half the distance twice in a row on an offense pinned deep should move the line to gain by the penalty yardage. Ex. Hold on the 5 and backup to the 2 1/2. Hold again, and move the line to gain 10 yards further.

It was a delay of game. I was screaming at the TV to snap it, then cursing, then cheering that they didn't stop the play, then cursing that they called it short.
