I don't know enough about Quincy to compare but that would be an amazing contract to get Pratt at!
I'd say a better indicator of Pratt's market value can be determined by paying attention to what Tremaine Edmunds signs for, and value Pratt at slighly less than those figures.
The LB class is kind of saturated so I do think one or two will get big deals. Williams is probably closer to the floor of a solid starter than what the number for Pratt will be. I do think there are other options you could get for a similar number in this class though.

Pratt could also come back on a mid 6 to 8m one year deal if the market isn't great.
If we drafted a LB in the 1st or 2nd wouldn’t the deal in the later years be over 7m per anyway? If that’s his value i see no reason not to resign him
Our issues i think is a lot of us on the board we’re thinking the market may speak and it may be close to a 3 year/30 million dollar deal which would absolutely be too high for us seeing that Logan is gonna get at least 15 per.
According to Spotrac, here are Pratt's cap hits by year:
2023 - $5.4 mill
2024 - $6.9 mill
2025 - $7.9 mill
Currently, the Bengals sit at $30 mill after the Pratt signing, which is still 5th most in the league.
They do still have quite a few positions to cover with re-signings and/or new guys, plus ~$5 mill needed for the draft.
