Trade all your draft picks away for future draft picks and then use the rookie pool to sign Tee, Chase, Burrow?

Just curious.

Nothing says a team has to use their draft picks.  And as long as they within the salary cap and other contractual rules, they can allocate their payroll however they see fit.
