That was a Ticky Tacky penalty on Higgins. The Rams player was pushing off also. Could have been Bengals ball at goal line, Refs took it away with a questionable call.

Part of the problem might be he hasnt done much this year other than check downs and 5 yard throws.  He just doesnt have any timing for those deeper throws.

So he is not shorting the throws, they are trending too high. Makes for picks.
