I don't think you can tell. But that was a hard bounce had to hit the ground and be incomplete. Really think that's a mistake by the Bills to risk losing a timeout. Play has to stand.

That ball bounced too high to come off the receiver’s hands. If it is not ruled an incomplete pass, I will be extremely surprised.
Stands as called on the field - no way can they confirm the bounce proximity like that...
Definitely not a catch, so these guys will rule it a completion.

The weirdest part of that challenge is it was not going to be a first down or big change in field position. I would just make it 2nd and 1 instead of 2nd and 10.
