It seems like it has nothing to do with the play. Its a silly rule.

330lb men with a head of steam crushing 200lb DBs who aren't allowed to cut them, before the ball has even been thrown.
If they can get a TD here that would give some breathing room going into the second half given the Steelers get the ball at the start.

I was told the Bengals were the least penalized team in the league, meaning they were well coached. They then proceeded to be penalized at a rapid rate, and then it wasn't the coaches fault. 
this game is being controlled.
