This is probably a maneuver to spread the cap hit they installed in the initial contract over a few more years.

His cap number raised from 14.55 million to 28.55 million for this coming year, and I imagine Baltimore needs to lower that number.

That's an elite signing bonus he got paid. Would expect Aaron Rodgers and Andrew Luck to be doing cartwheels.
