No, 1st rounders' contracts are usually fully guaranteed with a clause for doing stupid off-field stuff like Henry Ruggs (an extreme example). Shemur wants his guarantee without the clause. 2nd-rounders are never fully guaranteed, as they are more apt to wash out due to on-field issues. So far from what I understand he county is kicking in $350 million of the $470 million and the Bengals $120 million. From the article I think the county is trying to get their cut from the unclaimed funds proposal. I don't think it has all been approved yet. Looks like the county is also considering a cigarette tax as part of the budget and will perhaps draw funds from that as well. I guess the cigarette tax makes sense because the smokers will never make it long enough to see the Bengals win a Super Bowl anyway. ![]() RE: Bengals v.
