Because you can't allow minor penalties to offset personal fouls. Otherwise when someone gets an illegal shift or illegal formation, it would offset someone taking the opportunity to illegally blast the QB as hard as you can with no penalty, just and offset.

It was a BS penalty, though. But I understand why it is a rule.

This. The two main pressures on Joe have come from untouched players. How in the wide world do you let Calais Campbell come in? Some of these missed assignments are high school level awareness. It makes zero sense.
