Billings, Topou, Washington...they're all essentially interchangeable. Their ratings are all fairly similar.
Billings was just over-hyped and has failed to produce at a high level.
That said, he's not terrible like some of the other defensive starters are.
MJ, Nickerson, Evans, Preston Brown, Burfict, Kirkpatrick, Dennard all grade out way worse.

Let's not overlook the fact that Billings is still quite young. I think he will improve over the course of this year to next year and be a "solid" player. Not a Hall-of-Famer, but something you would expect out of a 4th rounder.
