I think the single greatest thing the NFL has EVER done to actually enhance parity was the rookie wage scale. Teams that were not the top tier teams whiff on a high first round pick, they were done. Cash strapped, and the kicker was that no free agent would want to go to a team in such a situation. The worst teams picked at the top and had a 50/50 chance of being buried for 5 years. I always thought Belichek was brilliant the way he would almost always trade back and accumulate picks. He was also mitigating risk. I think the NFL will look a lot different over the next 20 years.
