For the first 7-8 weeks of the season? Yes, absolutely.
The past four weeks? No, not really. Burrow has probably been better overall this season, but he has struggled out of the bye.

Btw this is why Jesse Bates isn’t being paid like a top FS. He simply doesn’t make the plays that a top FS makes. Top FS’s get INTs and force fumbles. Top FS’s stop drives BY THEMSELVES
