Why do you think that is? Do you think it's possible that UDFAs have to work twice as hard to make the squad?

Yep. Small school guys too. It's pretty hard to project out how a D2 guy will do in the Pro's. Yet, there are a lot of them there.

That and competition level. Pretty sure most scouts go by size and competition. A guy from the SEC will get higher marks than a similar player in the MAC.
