The point is that most of those were James Harrison/Karlos Dansby type signings of 30+ year old names with little to nothing left. We routinely crap on those type of signings, but because someone else did it, they are great moves.
The point is that the Bengals haven't had an off-season of that caliber since 2003. Yes most of those were Bengal-esque signings, but we usually only make 1-2 of those a year, if that. Lets be honest, if we signed Whitworth (pro-bowl tackle), Barwin (5 sacks in 2016), Sullivan (quality center) and Woods (who was more productive in his first 4 years than either Sanu or Marvin Jones), we'd be showering our FO with praise.

Throwing money at a bunch of 30 something FA's isn't the way you build a consistent winner. I understand why the Rams did it to an extent, as they had to take a big swing to try and solidify a fan base in a tough LA market. Most people would freak if we signed any 35 year old T not named Andrew Whitworth to what he got. Honestly, if we had resigned Whit for what he got most would have freaked and rehashed the Zeitler should've signed him to an extension the year before argument. Sullivan is worse than guys like Miller and Hart and would be seen as a band aid because the Bengals don't value interior OL and don't want to spend a premium pick on a C. Barwin might get a bit of the benefit of the doubt due to where he played college ball. Woods is probably the only one that would be widely seen as a good signing at the time of signing.
My personal feeling is that we aren't going to know what our FA's or the carryover roster from last year are going to look like due to the massive coaching overhaul. I'll start grading FA signings when I actually see them play. Certainly, it's not an exciting group and I personally hoped for some different moves, but none of us really knows how many of them will turn out.

Fans tend to see matchups as Dalton versus Big Ben or the Steeler O-line versus the Bengal D-line or soon to be AJ Green versus O'dell as the storylines.
If the Bengals defense falters in 2019 due to poor linebacker play then fingers may point at Malik or Pratt or Preston or Vigil as not stepping up or panning out. Maybe fire the linebacker coach to appease the fans and draw attention away by placing the Buck on that Coach.
Should 2019 not go well, the Cycle of fans picking out certain players & Coaches to blame will likely hit the repeat button.
Some may say; Dalton can't carry a team -or- the young linebackers busted -or- Hart had to step up but didn't -or- Ross laid an egg -or the team had one too many injuries -or- this or that Coach needs to go -or- the D-line is still one DT away
A position Coach or two may get fired and Draft talk begins again with fans eyeing say a replacement for Ross, or that missing DT or one more Offensive tackle or the next Devin White or maybe even a 1st round QB that fans are certain can "carry a team" to replace Dalton.
The Buck has made it's rounds stopping at many players and a few Coaches but who really benefits from this ?
At the end of the day it isn't the Bengals players versus the Steeler players or Bengal players versus the players of 31 other teams.
It is the Vision of the Bengal Front Office & decision makers versus the Steeler Front Office or versus the rest of the Front Offices in the NFL.
They pick the players, hire the Coaches, decide that Preston/Malik/Vigil/Pratt make a good enough nucleus of linebackers to go into a season with.
The Front Office pencils in Hart as a starter or doubles down on Ross or expects Dalton to carry the team or retains a Coach seemingly forever or hires inexperienced Coaches or likes the linebackers they have.
The Patriot way found & developed Tom Brady and injuries are not constantly derailing the Patriot way because their way has a way of overcoming obstacles (like injuries, player departures) that always seem a constant ready excuse for the Bengal Front Office.
Front Offices have varying aptitude levels & skill levels of their own that set them apart from each other.
That cream rises to the Top.
Mike Brown recently said that Dalton needed to "re-establish himself" placing the Buck right in Dalton's lap but maybe instead of Dalton re-establishing himself the Bengal Front Office should establish themselves.
Every player chosen, Coach hired and game result is a reflection of the Vision the Bengal Front Office embarked upon.
Their PLAN versus the Plans of 31 other teams each and every season.
A survival of the fittest game of Chess (so to speak) where the players are just the hand picked Chess pieces.
Does the Bengal Front Office have the drive, Vision & aptitude level to "establish" themselves as winners is the real question.
So the Best thing Mike Brown could do would be to Shut Up about Dalton and the other players and let the New Coaches run this thing, because Mike Brown in 30 years has proven he can't. Plus Dalton was having an MVP year at 8-0 in 2015 before his injury. Then Mike Brown didn't pay Marvin Jones, Sanu, Zeitler, Whirworth. The CHEAPNESS of Mike Brown is what happened to Dalton.
The Bengals have a chance of having a good team in 2019 IF Mike Brown, daughter Katey and the Brown Family get the heck out of the way and let these New Coaches run the team, because it's clear the ONLY person that knew football in this family was Paul Brown and he has been dead almost 30 years now & no play-off wins since he died. Best thing Mike Brown could do is sit in the owners box & shut up. If team wins, he will look smart up there. Like Cool Hand Luke, sometimes nothing is a real cool move. For Mike Brown, Less Is Better, he should do much less & let the coaches run this thing.
Here is another thing. Don Meredith use to say the timing between a QB and Receivers takes a couple years to get real good. Dalton has the timing with AJ Green of course, but since Jones & Sanu gone, Dalton now has the timing with Boyd pretty good and others. If this team CAN BLOCK, the timing of Dalton to Green, Boyd, Eifert and others is there, IF THIS TEAM CAN BLOCK. Yes, the Bengals drafted a 4th round QB that should provide depth, but there is no QB Controversy here. IF THIS TEAM CAN BLOCK, Dalton timing to these receivers is very good now and gives Bengals their best chance of winning. I'll add in Mixon. Look for new coach to double the number of passes to running backs just as when he had Gurley with Rams. Pass the rock to Mixon in the open field.
The new coaches are putting this thing together. The don't need Mike Brown, Katey, Tobin or the rest making comments from the peanut gallery to upset what the coaches are trying to establish. Best thing 30 year loser Mike Brown can do is just clam up and let the coaches run this thing. Plus, too many cooks spoil the broth. Too many chiefs and not enough Indians. It's like bowling and 30 different people giving you advise really messing up your game. Mike Brown, Let The Coaches Coach.

Tobin's reaction to fans being against the Hart signing signals that he is at least hearing the fans. Then trying to justify the move. The Jonah Williams pick may have even been a way for Tobin to quiet down that fan response to the Hart signing.
Mike is likely not as concerned about fan reaction, yet stating that Dalton must "re-establish" himself is a comment from the peanut gallery. It may have been to motivate Dalton and/or to put the Hot Potato of responsibility right in Dalton's lap while setting up a Mulligan for the New Head Coach's first year should it not go well.

I would not have paid more to keep tham.
When we let Steinbach walk the entire offensive line were all becoming free agents at the same time. Mike stepped up and Paid Jones, Anderson, Braham, and Williams. Somebody had to move on and we had an awesome replacement ready to step in (Whitworth).
