Actually, homeless people survive the winter outside (some not in shelters), if they are lucky enough to get some of those super nice sleeping bag/jackets. I think they're comfortable into the single digits.

Hasn't he already gotten the coverage? And if (when) they keep losing, he gets more coverage as it endures. Seems to be working like a charm.
