How is it that a team that was intentionally tanking wins 2 in a row but a team that was trying to win is 0-9 ?

The fact that the Bengals were not ranked dead last in the power rankings for weeks is beyond me.
( Not like I put a lot into what is much of an opinion poll, anyway. )

It's even crazier when you remember the Dolphins did stuff this year to "make other teams better" and we didn't.

Because tanking doesn't mean that players don't try to win. It means the organization isn't trying to win at this moment.

Nice...I was really hoping after last year that we'd turn into the Browns. They really seem like a happy group of fans.
