He had a market, KC/PHI/BAL all made offers. Sounds like he wanted to stay one year in a system he knew to try and position for another FA run next year.

Baltimore offered the most too. Looks like WRs are viewing the Ravens as a team to stay away from. Shouldnt be a surprise because it isn't a WR friendly system.
