But there wasn't a need to do so.

They knew the situation, and it should have been clear on second down that third down would be a run towards the center of the field if second did not move the chains.  The clock did not need to stop, especially when you're snapping the ball with 8 left on the play clock on second down.  Keep the clock running and force the opponent to utilize their time outs.
