I assume not valuing the safety is from the old school Paul Brown philosophy on football and business. I'm convinced he handed Mikey a dusty journal that had talking points in it like: pay the QB/WR to lure in fans, don't ever over pay for a Safety or IOL player, make the players buy their own jocks, and whole bunch of other football anecdotes.

The entire NFL undervalues safety. And the Bengals are usually behind the curve. Safety value is what LB value was back when most teams ran the football. CB is also undervalued after a golden age when shutdown corners were paid the same as elite WRs. Admittedly, teams can throw away from elite CBs, but defenses can move players as well. Safety and CB performance varies almost twice as much as other positions year to year. A clear risk but also an opportunity.
Overvalued is the defensive line. Seems wrong based on the Bengals experience, but all this assumes that an good starting player has an average backup.
